Islamabad: Dubbing any interference by the Supreme Court in the working of Parliament as the worst example in country’s history Senator Mian Raza Rabbani has said that every institution should work under the ambit of the constitution.
Expressing his views in the National Assembly, Chairman Parliamentary Commission constituted for the implementation of 18th amendment Rabbani said, an independent institutions would be constituted at federal level. The proposed department would have authority to verify academic degrees and mark ranking of universities, besides taking action against illegal varsities.
“We are not going to dissolve higher education commission. We will just change the name of higher education commission and transfer some of its power to provinces. Scholarships would continue and the government would also continue to give to HEC”, he added.
“HEC did not generate even a single penny when it was being run by federal government. Now all grants being given to universities would be managed by provincial governments with backing of the federal government”, Raza Rabbani said.
He said that there are only five universities in federation. We have transferred education funds to provinces under National Finance Commission, he added.
He denied that the federal finance ministry has stopped funding of HEC. HEC itself is making the issue with regard to devolution of HEC critical. Rabbani assured the house that education in universities will not be affected after devolution of HEC.
Some forces are trying to create obstacle in devolution process, he told the house. HEC, he said, would be consulted before its devolution.
