The Office of the United Nations High Commissioner for Human Rights in the Occupied Palestinian Territory (OHCHR oPt) has expressed grave concern over reports of unlawful killings by the Israeli Defence Forces (IDF) in Gaza City.

The incident occurred on December 19, 2023, when the IDF reportedly surrounded and raided the Al Awda building, also known as the “Annan building,” where three related families were taking shelter, in addition to the Annan family. Witness accounts, as reported by media sources and EuroMed Human Rights Monitor, suggest that the IDF, in control of the building and its occupants, separated men from women and children. Subsequently, they shot and killed at least 11 men, primarily in their late 20s and early 30s, in front of their family members.
The OHCHR OPT is urging Israeli authorities to immediately initiate an independent, thorough, and effective investigation into these allegations. If substantiated, those responsible must be brought to justice, and measures should be implemented to prevent the recurrence of such serious violations. The IDF has not released any information on the incident, and details and circumstances of the killings are still under verification, according to the OHCHR.
