Mass deaths in Karachi heatwave: Hearing of petition against K-Electric adjourned till Aug 5

KARACHI: Sindh High Court on Monday adjourned hearing of a petition filed by Human Rights Group of Pakistan (HRGP) against K-Electric for its role and criminal negligence in ensuring uninterrupted power supply to the citizens, which aggravated the situation and led to suspension of water supply, contributing to the mass deaths of citizens in the city.

The petition filed by HRGP through its Secretary General Khalid Mahmood Shah came up for hearing before a division bench headed by Justice Mumahhad Ali Mazhar, who, due to paucity of time, adjourned the hearing till August 5, 2015.

In the petition, being pleaded by Dr Sher Ali Rizvi Advocate, the Federation of Pakistan through Secretary, Ministry of Water and Power, Chairman National Electric and Power Authority, Government of Sindh through Chief Secretary, Secretary Health Sindh, Chairman, National Accountability Bureau, Karachi Water and Sewerage Board through Managing Director, K-Electric Limited through its Chief Executive Officer, Chairman Tabish Gauhar, and other directors have been made respondents.

The petitioner has pleaded the court to order constitution of a judicial commission to probe the mass deaths of citizens during the heatwave due to unavailability of electricity and water. It has further stated that majority of deaths out of 1267 in Karachi were caused by non-availability of electricity, and water.

The petitioner has also pleaded the court to order K-Electric and other respondents to pay compensation amounting to Rs2.5 billions to the heirs of those died during the heatwave due to the criminal negligence of the respondents.

During the previous hearing, after hearing the arguments of the petitioner’s counsel, the court had issued notices to the respondents, besides Deputy Advocate General Sindh and Additional Attorney General of Pakistan.
