Pakistan President signs 21st constitutional, army act amendments bill into law

ISLAMABAD: President Mamnoon Hussain has signed the 21st Constitutional Amendment bill and army amendment bill into law on Wednesday. After the nod of president both amendment and bill have been enforced in country for two years. The 21st constitutional amendment has been published in gazette notification.

Both the houses of the Parliament had passed the amendments on Tuesday unanimously. The amendments are aimed at speedy trial of terrorists through special courts headed by military officers.

The Parliament had adopted the 21st Constitutional Amendment Bill and the Pakistan Army amendment Bill 2015 unopposed after 247 Members of National Assembly along with 78 members of Senate voted in favour of the laws aimed to set up constitutionally protected military courts to try civilian terror suspects.

With the unanimous vote of all lawmakers present in the National Assembly and the Senate, the bill secured a two-thirds majority it required.

However, lawmakers from religious parties and an opposition party led by Imran Khan abstained.

The amendments would see military courts established for a specific period of at least two years. Besides this, the new legislative roadmap would focus on curbing the spread of terrorism by regulating seminaries, preventing hate speeches and provocative literature, and preventing terrorist propaganda on the media.

The decision regarding establishment of military courts to hear terrorism-related cases was taken after terrorist attack at a military-run school in Peshawar on December 16 shocked the nation.

Prime Minister Nawaz Sharif also ended a six-year moratorium on the death penalty in terror cases, and nine convicted terrorists have since gone to the gallows.
