Washington: Pakistan appears less willing than ever to challenge insurgent groups and is more inclined to make peace with them despite United States frustration, Washington Post reported on Monday.
The newspaper said that Pakistani officials rejected the notion of military offensive against militants and called for truces. The paper said that in the All Parties Conference (APC) political leaders did not condemn terrorism but said their policy was dialogue.
 The American newspaper said the APC resolution was rubber-stamped by the powerful military, whose top two figures briefed the conference.
The Post quoted analysts as saying; Pakistan has lost the resolve to battle homegrown insurgents who many here view as disgruntled brethren.
It said that Pakistan had scattered some militant leaders but they were still capable of carrying out deadly attacks.
The Washington Post said Pakistan was trying for inclusion in any Afghan political settlement, which would bring Afghan Taliban representatives into the government.
