Srinagar: Some of the Kashmiri leaders were ready to take part in elections organised by the Indian government in the disputed territory sometime ago and they informed the United States government of their willingness. A Wikileaks cable has revealed that one of the moderate leaders of All Parties Hurriyat Conference (APHC) informed a US official that he was willing to take part in elections to be organised by the Indian government, but that the Indian government would have to give political incentives for that.
He further said that he would persuade other leaders of the conference as well including Mir Waiz Umer Farooq and Yaseen Malik. But he acknowledged that Syed Ali Geelani, who heads his own faction of APHC, would not agree to any such suggestion.
Geelani remains firm in his opposition to the Indian rule over the territory which is claimed in full by both India and Pakistan. India occupies the major part of Kashmir. Mir Waiz Umer Farooq on the other hand often adopts a softer stance.
Kashmir is a Muslim majority area. According to two UN resolutions, there is to be a plebiscite in Kashmir to decide what the Kashmiris want.
A large number of parties in Kashmir want to join Pakistan. There are also quite a few parties that want to remain independent of both Pakistan and India. Those parties that support the Indian rule have almost no support in the region.
