United Nations: The UN Security Council has overwhelmingly approved a US-drafted resolution calling for an immediate ceasefire in Gaza. The resolution, which garnered 14 votes in favor and saw Russia abstaining, aims to bring a durable end to the ongoing conflict between Israel and Hamas.
The resolution, announced on May 31 by President Joe Biden, has already been accepted by Israel and now calls on Hamas to comply. The Security Council urged both parties to implement the ceasefire terms “without delay and without condition.”
President Biden emphasized that the deal is not merely a temporary measure but a “durable end to the war.” The terms have been communicated to Hamas leadership via Qatar.
Russia’s abstention, rather than a veto, was due to concerns about the clarity of Israel’s commitments under the resolution, as stated by Russia’s Permanent Representative.
The resolution outlines a three-phase approach:
- Immediate Ceasefire: This includes the release of hostages, the return of remains of deceased hostages, and the exchange of Palestinian prisoners. Israeli forces are to withdraw from populated areas of Gaza, allowing displaced Palestinians to return and facilitating humanitarian aid.
- Permanent End to Hostilities: This phase calls for the complete release of remaining hostages and a full withdrawal of Israeli forces from Gaza.
- Reconstruction of Gaza: A major multi-year reconstruction plan will commence, alongside the return of any deceased hostages’ remains to Israel.
The Council stressed that if phase one negotiations exceed six weeks, the ceasefire will persist as long as talks continue. The resolution also rejects any demographic or territorial changes in Gaza, emphasizing the two-State solution with Israel and Palestine coexisting peacefully within secure and recognized borders.
