The CJP was addressing the Judges of Balochistan High Court as well as District Courts and Special Courts in Quetta. The meeting had been convened in the High Court of Balochistan, enabling the Chief Justice of Pakistan to interact with the Judges to get an update on the operation of National Judicial Policy, during his Lordship’s brief visit to the Provincial Capital. Besides the Chief Justice and Judges of High Court of Balochistan, the Judges of Subordinate Courts as well as Special Courts attended the function.
The chief justice appreciated the performance of District Judiciary in achieving the targets, set in the National Judicial Policy and deciding all old cases pending since many years. The Chief Justice laid stress on ending corruption from the courts and asked the Judges to keep vigil on the ministerial staff as well to check corruption and other malpractices, so as to provide inexpensive and easy access to justice to the litigants.
He appreciated the fact that due to the efforts of the Chief Justice of High Court of Balochistan, there has been an increase in the salary package of Judicial Officers and added that free of financial worries, they would be able to work hard and serve selflessly.
The CJP laid stress on judicial independence and impartiality and stated that this could be achieved only through setting personal examples of honesty, independence and impartiality, by deciding cases on the sole consideration of law and facts of the case. He stated that the Judges must give hearing to the evidence produced by parties and arguments advanced by lawyers of both sides and then decide the matter in accordance with law and to the fullest satisfaction of their conscience.
He said that the Bar is an integral part of the Judicial Administration and the lawyers have contributed a great deal to the maintenance of rule of law and supremacy of the Constitution in the country, and therefore, the Judges should accord them due respect and hear their arguments, and thereafter decide cases on merit. He also stressed the need for greater interaction among judiciary at all levels of judicial hierarchy, so as to discuss issues and resolve problems, if any.
He stated that the District Judiciary is the backbone of judicial system as bulk of the cases are pending there, thus large number of litigant parties approach District Judiciary for settlement of their disputes and redressal of their grievances.
