Only terrorists would be tried in Special courts says Nisar

ISLAMABAD: Minister for Interior Affairs Chaudhry Nisar Ali Khan has categorically stated that special courts would not be used against politicians, seminaries, businessmen, media-persons and ordinary citizens.

Addressing a news conference in Islamabad, Chaudhry Nisar said only terrorists would be tried in these courts.
He said the cases against militants fighting against the state would be run in military courts. He said the action has also been started to eliminate the voice of terrorists from social media. Nisar said we could only identify the terrorists through their actions. He said the maintenance of data of Afghan refugees is necessary. He said the basic role in the implementation of the national action plan is of provinces.
The Minister also emphasized that the country’s normal judicial system would continue to function. He also added that establishment of these courts is not no confidence in the judicial system of the country. Pakistan is passing through an extraordinary situation demanding extraordinary measures.

Ch. Nisar Ali Khan said Pakistan Army, Police and security agencies would present terrorists before special courts where they would get full opportunity to defend themselves. He said special courts headed by army officers also work under laws, rules and regulations.
The Interior Minister said Peshawar tragedy was not an intelligence failure as timely alerts are issued to the provinces. He said the agencies have been sharing intelligence and it is for the provinces to take preventive measures or any other action.
Ch. Nisar Ali Khan said the challenge of terrorism can be tackled with collective national efforts in which every citizen will have to be mobilized.
The Minister said he has proposed that there should be un-announced national security emergency in the country for the next two years.  This is because we have to achieve targets in two years and for this purpose we need to focus our time, energy and resources.
He said SHO have been asked to keep an eye on all those entering and leaving the area of their jurisdiction. There would also be monitoring of hotels and a vigil on every mohalla and street.
The Minister for Interior said a National Helpline for Terrorism 1717 has been established for conveying any suspect activity.
He said Federal and Provincial agencies would identify TTP militants, their supporters, financiers and planners. Action has already started in this regard.
Nisar Ali Khan said four hundred intelligence based operations have been conducted during the last three months in which one hundred terrorists were killed and 250 others arrested.
The Minister said a meeting of ulema organisations would be convened in Islamabad to seek their help in implementation of decisions about National Action Plan. He emphatically stated that action would only be taken against those seminaries against whom there is evidence, which would be shared. He said an overwhelming majority of Madaris has nothing to do with extremism.

He said there will be zero tolerance against hate literature or speech. Such literature would be confiscated and action taken against those involved in such activities.

The Minister said there should not be glorification of militants or their activities. He said those indulging in misuse of loudspeakers would be arrested.

The Minister urged media not to publicize messages or threats of militants. He said law enforcing agencies would block financial resources of terrorists.
He said talks have been initiated with four brotherly Islamic countries through diplomatic channel to ensure that terrorists get no funding from abroad.
He said 60 banned organization would not be allowed to operate under any other name and agencies would identify their accounts and seize them.

The Interior Minister said operations are being launched in Federal Areas as well as in provinces to arrest all those living illegally. He said about five hundred such persons have been arrested from the suburbs of Islamabad.

He said an exercise has been initiated to gather data of all Afghan refugees living anywhere in Pakistan. He said these refugees are supposed to be in camps but unfortunately they have spread to different parts of the country.
The Interior Minister said the new laws would be used only against jet black terrorists involved in fight against the state. He said no political party has armed wing.

To a question he clarified that the four brotherly countries are not providing finances for terrorism.  They are sincerely providing assistance for seminaries and being approached to ensure that it is not misued by recipients.

He said all 60 banned organisation are not terrorists and action would be taken against those involved in terrorism against the state.

Replying to a question he said after years Pakistan and Afghanistan are proactively cooperating in operations against terrorists. He said the two countries are sharing intelligence and action is taken on that basis.
